The Bill (Reg. No. 2593) establishes a 10-per-cent quota for the founders of youth and children organizations for the persons whose age exceeds 35 and 18 years correspondingly. Pursuant to the Bill, considering programs concerning the youth and children, the public authorities and local self-government bodies will be obliged to coordinate their draft resolutions with youth and children public organizations.  

 

The People´s Deputies upheld enhancement of restrictions for the members of youth and children public organizations and members of elective bodies of youth organizations whose age exceeds the limit established. However, in their opinion, it is hardly possible to observe the present-day quota at the rate of two thirds of children at the management bodies in the children organizations, the administration of which is usually performed by adults. Thus, restriction of the quota of adults to 10 per cent will considerably complicate the activity of children organizations.  

 

The Committee recommends that the Parliament adopts the Bill as a basis, with further account for remarks introduced by the Central Scientific Experts Office.
